UK announces mandatory levy and online slot limits


The government has taken its first steps towards strengthening gambling harm legislation today, confirming plans to implement a statutory levy on gambling profits and online slot stake limits to help tackle the issue of gambling addiction.

- Government to bring forward statutory levy as first step to strengthening harmful gambling protections

- Mandated levy to generate £100 million for the research, prevention and treatment of gambling harms, with half of funding to directly benefit NHS-led gambling treatment system

- Government also confirms online slot stake limits of £5 for over 25s and £2 for young adults aged 18 to 24

Gambling Minister Baroness Twycross has outlined how a levy on gambling operators will be designed and implemented as the government moves forward on its manifesto commitment to reduce gambling harm.

The landmark levy will be charged to all licensed operators and will guarantee increased, ringfenced and consistent funding to prevent and tackle gambling harm.

Under the current voluntary system not all gambling companies contribute equally, with some operators paying as little as £1 a year towards research, prevention and treatment. The new mandatory levy will ensure all operators contribute a fair share.

The Gambling Minister has also confirmed that the government will introduce stake limits for online slots, a higher-risk gambling product associated with large losses, long sessions, and binge play.

Stake limits will be set at £5 per spin for adults aged 25 and over and £2 per spin for 18-24 year olds. Evidence from the Office for Health Improvement and Disparities and the Gambling Survey for Great Britain shows young adults can be particularly vulnerable to gambling related harm with under 25s having one of the highest proportion of respondents scoring 8 or more on the Problem Gambling Severity Index (PGSI) of any age group.

Minister for Gambling, Baroness Twycross said:

"Gambling harm can ruin people’s finances, relationships, and ultimately lives. We are absolutely committed to implementing strengthened measures for those at risk, as well as providing effective support for those affected."

"The introduction of the first legally mandated levy will be instrumental in supporting research, raising awareness and reducing the stigma around gambling-related harm."

"We are also helping to protect those at risk, with a particular focus on young adults, by introducing stake limits for online slots."

"These measures will help build an NHS fit for our future and strengthen protections whilst also allowing people to continue to gamble safely."

From October 2023 to January 2024, the government sought views from clinicians, academics, the industry and the wider public on how the levy should be designed and implemented.

In its response to this consultation, the government has confirmed 50% of all funding generated will be directed to NHS England and appropriate bodies in Scotland and Wales to develop a comprehensive support and treatment system. This will include referrals and triage, through to recovery and aftercare.

Prevention is a crucial part of the government’s efforts to tackle gambling harm. 30% of levy funding will go towards investment in this area, which could include measures such as national public health campaigns and training for frontline staff. The government is taking the time to get the important decision on the future of prevention right and will publish next steps in the coming months.

The remaining 20% of funding will be directed to UK Research and Innovation (UKRI) and the Gambling Commission to develop bespoke Research Programs on Gambling, undertaking vital research to inform future policy and regulation.

"Problem gambling can completely ruin lives and the issue has skyrocketed, with NHS services treating record numbers and our latest data showing a staggering 129% increase in service referrals compared with the same period last year."

"I am delighted to welcome this commitment to a mandatory gambling levy which the NHS, bereaved families and the voluntary sector have been calling for so we can treat this growing problem – and we will continue to work with government to do all we can to protect problem gamblers from this billion-pound industry."

Professor Henrietta Bowden-Jones, National Clinical Advisor on Gambling Harms at NHS England, said:

"Gambling harms have a devastating effect on people’s lives. We know that 2.5% of the population are gambling in a severe and harmful way but many more are affected, whether family members or gamblers already experiencing negative consequences but below the clinical threshold."

IGT slots pay out three jackpots over $1 million dollars in February


International Game Technology PLC announced that its Wheel of Fortune slots awarded two three-million-dollar plus jackpots in February. The same month, IGT’s Powerbucks slots minted a jackpot totaling more than one-million-dollars.

The following million-dollar-plus jackpots were awarded: On 4 February, a guest won $3,257,830 playing Wheel of Fortune Gold Spin Triple Gold at Bellagio in Las Vegas. On 18 February, a guest won $3,274,538 playing Wheel of Fortune High Roller at Carson Valley Inn in Minden, Nevada.

Il 2019 del gioco d’azzardo in Italia

Le premesse del nuovo anno del gioco d’azzardo sono tutte, o quasi, nella coda del 2018 appena concluso e nella Legge di Bilancio approvata in extremis e pubblicata in Gazzetta Ufficiale solo il 30 dicembre. “Normale che si arrivasse all’ultimo minuto” ha chiosato con soddisfazione il vicepremier in quota 5 Stelle Luigi Di Maio ai microfoni del Tg1 spiegando i punti focali della Manovra. Una legge figlia di una lunga trattativa con l’Unione Europea, soprattutto questo il motivo del taglio del traguardo in zona Cesarini, ma che il Ministro dello Sviluppo Economico ritiene soprattutto una manovra per il popolo, e il bilanciamento di pesi e contro pesi utilizzato è abbastanza chiaro: “Alziamo le tasse a banche, assicurazioni e concessionari di gioco d’azzardo e le abbassiamo, con quei soldi, alle partite Iva, alle imprese, ai pensionati”.

Nell’ampio quadro del “Bilancio di previsione dello Stato per l’anno finanziario 2019 e bilancio pluriennale per il triennio 2019-2021” si concretizzano le intenzioni dell’attuale esecutivo e la dichiarazione di guerra al gioco d’azzardo.

Slot e VLT

Non superano le 60 mila unità, invece, le VLT che però assicurano vincite maggiori e hanno quindi riscontrato una mole di gioco poco inferiore a quella delle slot. Con la nuova Legge di Bilancio il prelievo sulle slot aumenterà dell’1,35%, sulle VLT dell’1,25%. Il payout (la percentuale di quanto il singolo gioco debba restituire in vincite di ciò che vi viene investito) per le VLT sarà dell’84%, per le slot del 68%, una percentuale molto più sfavorevole che mira una volta di più a scoraggiare il gioco su queste apparecchiature.

Le tassazione sul resto del settore
Non solo slot e gioco analogico, ce n’è per tutti i settori dell’azzardo, compreso l’online. La tassazione per poker, bingo e casinò si attesterà al 25%, per le scommesse diverse da quelle ippiche ci sarà il 20% di tassazione sulle giocate della rete fisica e il 24% sull’online, il 22% per il gioco virtuale (es. calcio virtuale). Quanto meno gravoso il peso fiscale che cadrà sul gioco online, settore del quale è stata risparmiata solo l’ippica, probabilmente in considerazione dello stato già precario di questo sport e dell’economia che muove.

In generale il gioco online è uno dei settori, se non il principale, più in salute di tutto il gioco d’azzardo italiano. Il gambling, così gli inglesi definiscono il gioco digitale, rappresenta un quarto del mercato e continua a crescere senza soluzione di continuità. Rispetto al 2015 il mercato è cresciuto del 59% e in due anni ha raggiunto una raccolta totale pari a 27 miliardi di euro. Un exploit che racconta un radicale cambio nei consumi che è ancora solo all’inizio e che le aziende del settore stanno lavorando a pieno ritmo per accompagnare al meglio. I delicati equilibri nel futuro dell’azzardo

La rivoluzione è quella finora spiegata, la passione per il gioco è invece certificata dal fatto che nel 2017 la raccolta totale ha superato i 100 miliardi di euro, si migliorerà nel 2018 (i dati non sono stati ancora diffusi) e probabilmente farà ancora meglio nell’anno in corso.

L’azione di contrasto del governo era già stata annunciata con il decreto dignità che entrerà quasi del tutto in vigore proprio nell’arco del 2019. Il governo toglierà alle aziende del gambling il fondamentale strumento del marketing a cominciare dalle sponsorizzazioni: società sportive e di qualsiasi altra tipologia non potranno più fare da testimonial per il gioco d’azzardo a partire dal 1° gennaio. Habanero prepares to enter Italian market

Premium slots and table games provider Habanero is to push into Italy in 2018, kick-starting a year of targeted commercial expansion throughout Western Europe.

All 33 games developed by the supplier in 2016 and 2017 have now been certified to the requirements of the Italian regulator (AAMS), with the remaining titles in their catalogue and all new releases to follow in future.

Habanero is also in advanced discussions to take the games live with several leading operators in Italy. The company's expansion is being spearheaded by experienced gaming executive Arcangelo Lonoce, who was appointed as European Head of Business Development in November 2017.

Former BetVictor executive Lonoce said, "We have progressed our global reach significantly in recent months and are delighted to have all of our most recent games certified in Italy.

"Habanero is entering an exciting phase of its growth, with expansion across Western Europe one of our core priorities as we lead into 2018."

Habanero agreed a number of operator and supplier integrations in 2017, most recently signing with multi-channel casino platform provider Digitain in December.

Casino workers caught in slots scam

PENNSYLVANIA -- The Mohegan Sun Pocono casino was the victim of an inside slots scam that cost the casino $900,000 in losses, Penn Live reported.

Two casino staff conspired to facilitate free slot play for a frequent slots player, the report said.

Collectively they scored $418,793 in winnings from the $478,100 free play, Penn Live said.

Hits $207,619 jackpot during casino's 17th birthday celebrations

City of North Vancouver asked to reconsider 20 year ban on slots

Foxwoods reports december slot revenue

MASHANTUCKET -- Foxwoods Resort Casino today reported slot revenue of $36.2 million for the month of December 2014. This figure is down 3.8 percent compared to $37.6 million in December 2013. Handle for the month was $446.3 million, up 3.4 percent from the $431.6 million wagered in the same month in 2013. Foxwoods' contribution to the Connecticut Special Revenue Fund this month is $9.3 million, bringing the cumulative contribution to the state since Foxwoods opened in 1992 to nearly $3.7 billion.
